Despite an ongoing investigation, why are Republicans announcing the Foley Scandal is "over" and "done"!?

Seems that they made Clinton-Lewinsky drag on forever, with a special prosecutor and grossly-long and expensive impeachment process that wasted taxpayer $$$ and didn't hurt Clinton's approval ratings one iota. Now on the dawn of Page-Gate and the fall elections, they're saying it's all taken care of? Hmmm.......
