Name of an old American stand-up comedian ?

Does anyone know the name of an American stand-up comedian who was popular about 15 to 20 years ago, who spoke in a slow spooky voice, was balding, and could make you laugh by saying almost nothing? I've been trying to find him on YouTube but can't. Thanks.
