Heat the solution (water) to just before its boiling point (212 F). Add the solvent (tea leaves) and let it steep for about 5 minutes to allow the flavor to dissolve in the solution. The actual tea leaves are insoluble in water and would be the residue, or product remaining, when the water with tea in it is poured through a strainer. The tea would be the solution that pes through the strainer into a cup or other container.
